International Amateur Percentage

Hi all,

Wondering if anyone has come across this issue. The way i set up my leagues before I introduce the rookie draft is to set up the international discoveries and amateur free agents as all being from the league country. For example, my US league is set to have about 75% of all "international" amateurs be from the US.

However, the last two batches of amateurs have all been from other countries and none have been from the US. It seems like the game is ignoring the percentages I set up. Is anyone having a similar issue? It was working as intended before. Not sure if the new patch changed anything in this area.
