Cannot Hire Staff as GM Only

Even though I have all the options set to be run by me, my manager overrules my settings and hires staff and assigns roles.

In the Team Control Settings, I cannot set lineups or pitching staff as this is disabled and controlled by my manager, which is expected. There's an inconsistency here because if he doesn't want me to hire coaches and assign roles, those fields should also be disabled and show his name but they're showing my name so I thought I'd be able to control these new features.
