Free Agents going unsigned

Anyone else notice this? I am playing a fictional league with 5.1. Simmed nine seasons to create some history. I have all financials on (including cap of 90 mil). I was looking through records of some pitchers that did very well against me and noticed that some had just been signed as free agents (late May). In late June I checked the free agent list and found a pitcher who had worked around 220 innings the previous season and had 330 K's (and all kinds of achievements....yearly all star performer...no hitter the previous season, etc). He's just sitting there unsigned. I sign him for 1 yr at 2.5 mil. He is 3-0 for me with 42 K's in 3 games. Granted, he wants 8.2 mil+ to sign an extension (which is reasonable) but he (or the other recently signed pitchers) should not have been sitting out. I looked through the financials and saw that there are many teams that could have afforded him (and could have really used him). Not very realistic to have several Cy Young caliber pitchers sitting out for no apparent reason until mid-season or later.

What is your "max cash" set at?

Yeah, although when I ran test sims I'm not sure if I adjusted it and don't remember seeing the FA problem much. I'd make it atleast 20-25 M and see how it does.

Weird, because I noticed this when the game first came out, and with 5.01...but since the 5.10 patch this hasn't happened in my singleplayer league.

I used to see this a lot in 4, but not so much in 5.
