Purchased PP but it says that my license couldn't be redeemed when I enter the code.
Is there any email that should message about this? I'm fairly new to OOTP.

Sometimes it can take a couple minutes to have it process through and redeem. If you still have issues, it's likely best to file a ticket (https://support.ootpdevelopments.com/portal/en/home) and hopefully should be able to resolve the issue.
