If you lock a gold card 15, those 15 cards still count towards your team lock correct? It appears that way, but it's not 100% clear.

If I understand your question correctly, then yes: any cards you lock for one mission can be reused for any other missions. If you lock 15 cards for the live reward gold pack, you only need to lock an additional 11 for the full team live reward card.
