Empty Draft pool

Started a historical league in 2010, and all went smoothly until 2019. In 2019 the draft classes are now empty (the error persists into 2020 as well)
Is there a way to repopulate the draft with fictional players?

I have had this happen before. I think what I did was make sure import historical rookies option was checked. In my case it was not. I activated it and made the draft the next day. I was also using random rookies from all era.
