Is the game impossibly slow for anyone else?

Loading games to watch in RTS and watching games have all kinds of lag times I've never experienced with OOTP before. Does this happen commonly?

I've had this happen before and figured out later it was because Windows was downloading an update in the background that I didn't realize at the time.
