How do you add leagues to fiction world

I know that when you set up your fictional world you can create as many leagues as possible but is it possible to have your leagues running for a few seasons and then add a new league to the world

No, all the leagues have to be created at the start, it's not possible to add one after that.

But in OTTP you can with either World Template or so on.
