Player Creation Modifiers and Fielding

So, the general way to go about creating leagues with lesser overall talent is to adjust the Sabermetric Player Creation Modifiers.

However, none the 5 Sabermetric Player Creation Modifiers seem to be related to defense (i.e. Batting Average, Extra-Base Hits, Home Runs, Walks and Strikeouts).

So, I am curious if it makes sense to also adjust the Fielding Rating modifier under the "Traditional Player Creation Modifier" section when creating lesser talented leagues.

I have 3 possible theories on this and am curious what others think.

1.) It is possible that one or more of the Sabermetric PCM's also affect fielding ratings and so this is already "built in" when making those adjustments to talent.

2.) In order to for lesser talented leagues to have lesser talented fielders the "Fielding Ratings" Traditional PCM needs to be adjusted and it is just something that I've missed and/or hasn't been mentioned as much as the Saber PCM's.

3.) Maybe fielding talent distribution shouldn't actually be lowered at all and a lower level league is just as likely to have talented fielders as higher level leagues.

This same discussions could also be had somewhat for Running Speed and Pitching Stamina as those are also ratings that do not specifically correlate to Saber PCM's.
