Can you have 2 copies if PT21??

I have one copy of PT21 but now with sale can i buy another one and start new teams

You can have up to 3 teams with one copy of OOTP21. You can have up to 6 with two copies. I just am not sure both copies would work on one computer?

Went through this myself recently. Bought the 2d license when it went on sale, and originally set up my teams on a 2d computer. Since then, though, I can log on to all my teams using my primary computer.

You buy one with Steam and one on the webstore.
Then you can use both (max 6 teams) with your steam account.

Is it true that obtaining a 2nd license allows a user with two different computers to transfer players and PP between teams?

It makes it possible, but TOS 4 (c) says that it's not allowed:
