No nations, no cities
My newly created fictional league ended up with everything I want, perfectly, except there are no nations and no cities. But now I cannot seem to find the nation editor. (I am in Commissioner mode). I think the only way to add a new nation is to access an existing one, yet somehow I have none. Any help would be appreciated.

OOTP will not let you create a game with no world_default.xml

Yup, I should have explained that this was a league I created many versions ago using a custom world_default file. I've been importing it into new versions. Now with this latest import into v21, I notice that there are no nations or cities. If I track down that world_default file, could I re-import it into this existing file (not as a brand new league)?

I used my old world_default file, but had to update the version number/world ID timestamp. Check it out in the one the game comes with, then copy/paste to yours.

Select Data Base Tools and choose 'reimport world database' from drop down list.

I would import the default OOTP21 file, unless there is a good reason not to.
