New League - Teams Won't Sign Anyone

So I started a new fictional league and imported a bunch of historical players. It's basically 1871 financial settings with some slight adjustments. Anyway, if I take over a team I can sign staff and free agents, but no other team will. So, when I sim to the start of the season there is nobody on any rosters. I see teams have $ to sign free agents, so I don't know what the issue is.

Any suggestions?

Edit: They're also not signing any staff members.

ANOTHER EDIT: So I fixed the problem on my own, but have a different question now. Is there a way to start a new game with a World Template I have saved, at a different date?
