not promoting to diamond league after have 2nd best record in gold league?

I am not sure if the rule has been changed recently, but I just found I was still in gold league after won 116 games (2nd best) in gold league on last week.

I thought the top 4 teams with the best records in gold league gets to promoted to the diamond league?
