A GM has waived Max Scherzer who took a ratings dump. He is making $35M per year for the next 2 years. He is in the Rule 5 pool. If he is selected who pays the contract? The team who waived him or the team who selected him?

The team that drafts him

You pay him and have to keep him on your roster for the full year after you draft him.
