Not enough pitchers on the roster...

I recently imported 1995, deleted some teams to make it 24 teams overall, and released everyone into an initial draft.

I let the comp do the whole draft.

When I started looking at the rosters, I noticed every team was only carrying 9 or 10 pitchers on their staff, as well as 5+ outfielders.

I have the setting set on modern baseball. Does it have something to do with this?

Is there anything I can do so teams carry 11 or 12 pitchers as is the norm these days?

How many rounds did you set the draft for? There isn't anyway to force a team to carry a certain number of players outside of making it human owned.

I set it for 40 rounds

I'll sim for a bit and see if anyone gets called up/sent down.

I don't have a game in front of me at work, but isn't it the era settings where you can change that?

I know I had this same problem at one time before I tweaked some setting somewhere.
