I want my expansion team from Venezuela to have coaches and owners only from Venezuela. How can I do this.

You probably will have to go in and edit the owner to be from Venezuela, but for coaches there is no way to only have people from the home country sign to coach there, that setting is only for players. So you may have to manually hire the coaches for that team.

what Ohio said but i thought when you create a new fictional coach i thought you could set nationality unless i am thinking of player only.

You are correct, you can change the nationally for fictional coaches....or any coach for that matter.
