Are all the folders in the default_data folder supposed to be zipped?

I'm trying to install some baseball card templates, but it's not letting me, as all the folders in the default_data file are zipped and it won't let me make any changes in the folders. I'm almost positive this was not the case on past OOTPs, as I have successfully installed card templates in other versions. When I try to do anything, it says that I don't have permission.

The default_data is zipped (although I believe on Steam versions it actually intalls directly). If you want to install new templates, it's best to put them in the data folder that the defaults have unzipped to. You can find a link to it on the expert or troubleshooting tabs of the settings dialog.
