Lots of negative development

I've looked through the manual but couldn't find much on this. This may be anecdotal but it seems like a lot of my players' development trends down each time the director sends me his report. In my historical league. Smoltz is 37 so I expect him to trend down a bit, though he did come back and have a couple good years after that. More of a concern are the young guys that seem to go down a lot in unexpected areas. While David Ortiz speed and defense should go down, his contact and power ratings both dropped at age 29. So did Chase Utley at 26. Adrian Gonzalez contact, power and eye all dropped. He's only 22 and was at AAA and I have no room for him so spring training may not have helped much so I can give him a pass. Mulder, Balfour, Carlos Lee, Edwin Encarnacion and Andruw Jones all had drops in categories and all are under 30.



My development budget was 2.5 million in 2004 and now going into 2005 where there is a league baseline of 2.



Just me thinking things are worse than they are or can I do something more about it?

I'm pretty sure development dollars are for developing youngsters not keeping old guys from losing skills. 2.5 out of a baseline of 2 is pretty low btw but some say it doesn't even matter. Finally if you remove all those famous names and just look at the situation...is it all that surprising?

In a lot of ways the ratings don't even seem to affect the production that much. I'm sure it does, but Ortiz is still hitting, Mulder seems fine, etc. AGon and Encarnacion are in AAA though but again I don't have room for them so maybe they're just in AAA too much unchallenged.
I guess then if we remove the budget from the equation my question just then becomes why do multiple starting players keep losing a couple ratings each month?
