Why can I only dress 19 players?

I started a challenge mode game in 1950 and it only lets me dress 19 players so my 4th offensive line never has enough players in it.

Just got the game, I really want to like it but this is making me hate it.

Any advice would be appreciated.

Looks like this is historically accurate. Did teams only use 3 lines back then?
