Question regarding historical league

I am looking to start a league in the year 2013 and play through the career of Jose Fernandez. Is there a way that I can start in 2013 and allow the game to turn on automatic evolution of the league starting in 2013? When i look for the option for dynamically evolving league in the historical start the option is not there. I like the random changes that can occur to the league without having to make changes myself.

I would also like to include international leagues in the and independent leagues if possible
