regional league not producing regional draftees anymore

I had two regional leagues setup (one a california league and the other a texas league). I set it to 100% h.s. draft and no foreigners. I set the amateur player draft in both leagues to be 100% American. What used to happen was that it would create Texas boys in the Texas league for the draft and California boys for the California league but that is no longer happening and the draftees are now coming from all over the country. I did double check to make sure my region for both leagues was setup as US State: Texas and US State: California. This is using the public beta batch .48.

We're aware that there were some issues with leagues with regional settings in the .45 and .48 releases. We're investigating and will have a fix for the next patch.
