Scouting discoveries don’t typically produce high quality players otherwise every scout would already know about them and they would be listed in the IAFA list. These players can grow into all stars though.
Also note that an ability scout is conservative with his ratings and favors what a player can do now (current rating) so his projections aren’t going to give players the “5 tool player” treatment.
