International Scouting Question

I place 25% of my budget towards International scouting (currently 2.5 million out of 10 million budget.) My scout has a rating of “Outstanding” when it comes to International scouting and he “Favors Ability.”

After two seasons he only brings players to the International complex that have 1 and 1/2 star ratings (projected) or lower.

My question is: Is this normal? I understand that young talent would have a low ability star rating, but shouldn’t the scout be telling me “Hey, this kid has 4 star potential”? Maybe it doesn’t work this way and I just don’t get it. Any help would be appreciated. Thanks in advance.

Scouting discoveries don’t typically produce high quality players otherwise every scout would already know about them and they would be listed in the IAFA list. These players can grow into all stars though.

Also note that an ability scout is conservative with his ratings and favors what a player can do now (current rating) so his projections aren’t going to give players the “5 tool player” treatment.
