Should you have to scout your active roster players?

I would think the fact that the manager, coaching staff, and trainer are working with them and watching them play everday, that you wouldn't need to scout them. I would think that the quality of the scouts report shouldn't go below High or something like that.

Thoughts?

It is odd to me as well that I have low and very low scout reports on my active roster. Still trying to figure out the best way to manage the new scout system.
