The USFL version of baseball
Does anyone have ideas for how I would create a USFL type competitor for the mlb? For free agents it would be easy, but are there any solutions for the draft? Between the USFL and NFL players would often be drafted by both leagues. Most signed with the NFL, but the USFL snagged some good ones like Jim Kelly, Steve Young, Reggie White, Herschel Walker, etc.

OOTP has always had separate draft pools, ever since multi-league universes were enabled in 2006. I'm pretty sure it's still the same. I think the closest you could come to what you're looking for is to do away with the draft and have all amateurs become free agents, then any team/league could fight over them.
I imagine it would be a pretty substantial effort to have (potentially) many leagues draft the same player and work out the algorithms for them to decide where to go. You just have to tell yourself that each amateur player can only declare for one league's draft. Otherwise, in theory you could design a universe in OOTP with ten major leagues, all drafting and bidding on the same players, who'd all have to weigh 10 different offers, and you'd have to unravel all that mess and conflict.
