International Signing Penalty?

Hello;

Hoping for help. I am playing with the first year expansion Montreal Expos in 2020. I have 1.5 million in international signing penalties. I have no idea why. There was never an e-mail or an alert telling me about a penalty. Does anyone else have an idea as to why these penalties exist? There is a player I want to sign but am unable due to this penalty. Any help would be greatly appreciated.

Under the 2012 CBA, if teams exceeded the international signing soft cap, they would be taxed 100% of the excess and would be restricted in the following year's international pool.

This changed in the 2016 CBA, in which the international signing cap became a hard cap, so such penalties no longer exist.

Thank you for the response. I thought of that but as a first year expansion team, I would not have been able to exceed the previous year's cap as I did not exist.
