Introducing the World Baseball Federation

Started this a couple months ago and am now at the end of the regular season of year 3, and decided I wanted to share this on the forums.

In my semi-fictional world, America's pastime ceased to exist during World War II. Players, including many stars, were needed to fight the war, and MLB ownership chose to not fill their spots with replacement players in order to not tarnish the legacy of their franchises. In fact, with the MLB ceasing to operate, all player contracts were nullified and players entered the free agent pool.

As MLB players stormed the beaches of Normandy, fought the Battle of the Bulge, and raised the US flag at Iwo Jima, they shared the game of baseball with their foreign allied counterparts, and the game quickly spread around the world. In this world, baseball stands alongside soccer as the co-dominant sport. In the following posts, I will share each league and the teams they are comprised of, as well as the history that I've had in the first few seasons.

After the war, MLB team owners, and minor league owners met in New York City with over 30 prominent sports club owners from around the world, and quickly formed the World Baseball Federation. At the start of the WBF in 1946, 15 leagues were formed around the world, with 398 teams represented. Now, for the 1948 season, there are 19 leagues, and 452 teams around the world, with two world regions in the preliminary planning stages of piecing together a league.

Initially, the leagues were grouped into two major regions, but as baseball has grown around the world, particularly in the Eastern Hemisphere, this has now developed three regions. All leagues and teams play 150 game seasons each year, beginning on April 1st, and at the end of the season, a predetermined number of teams from each league qualify for the regional tournament - these are known as the Americas Cup (32 teams), Eurasian Challenge (24 teams), and Pacific Challenge (16 teams). These tournaments all feature 3 game series at the home stadium of the higher seed.

After the regional tournaments are completed, the 32 best teams in the world compete in the World Champions League. 27 of the spots in the WCL are filled by automatic qualifications, based on the final regular standings of each WBF League. The final 5 spots are "Wild Card" spots, awarded to the best performing non-auto qualifiers from the regional tournaments. For the WCL, teams are seeded based on Regular Season Win-Loss Record and League Reputation, and the "Wild Card" teams are seeded appropriately among all WCL qualifiers. The 32 teams are grouped into 8 divisions of 4 teams each, and play a 12 game schedule. The champions of each of the 8 divisions then enter into the playoff, where the quarterfinals and semifinals are best of 3, and the best of 5 World Series determines the World Champion of Baseball! All games in the WCL take place at a neutral site, randomly chosen among active countries with baseball organizations.

At the end of the season, the all-time World Franchise Rankings are updated. Teams are assigned a Base Ranking, which is the franchise's all-time winning percentage multiplied by their current league reputation. Then, the number of regular season league championships multiplied by the league reputation is added to the WFR. Additions and subtractions are made for teams that are promoted and/or relegated in their respective league structures, for regions that incorporate the pro/rel system. Then, 10 points are awarded for every regional tournament appearance, 20 points are awarded for every regional tournament championship, 15 points are awarded for every WCL appearance, and 30 points are awarded for every World Series title. These rankings reflect 1946-present day, with past MLB history not incorporated into the calculations.

Additionally, the World Baseball Federation organizes the World Cup of Baseball, which is a tournament for country pride, as opposed to club pride. This World Cup is set to take place every 4 years, and will occur for the first time in the 1950 season. 32 teams qualify for the World Cup, and qualification rounds will take place in the spring of 1949 in the three regional qualifiers of 16 teams each - the AmeriCaribbean Cup, the Australasian Cup, and the Euro-African Cup.

For each regional qualifier, any country within the given region with at least 25 player representatives was deemed eligible. For the AmeriCaribbean Cup, 19 teams met the eligibility requirement; for the Australasian Cup, 17 teams met the eligibility requirement; for the Euro-African Cup, 27 teams met the eligibility requirement. In the spring of 1948, qualifying pools took place where the countries with the fewest number of player representatives battled it out to determine which made the cut for their regional tournament.

In the AmeriCaribbean Cup, Nicaragua, Costa Rica, and Curacao made the cut by outperforming Haiti, Paraguay, and Uruguay over a 15 game schedule. Auto-qualifiers for the 1949 tournament are: Argentina, Brazil, Canada, Colombia, Cuba, the Dominican Republic, El Salvador, Guatemala, Mexico, Panama, Venezuela, Puerto Rico, and The United States.

In the Australasian Cup, the bottom 4 eligible teams played 15 games, with the worst record failing to qualify. Fiji ended up with the worst record, while Hong Kong, Qatar, and the United Arab Emirates moved on. The auto-qualifiers are: Australia, China, Iran, Israel, New Zealand, Japan, Pakistan, Russia, Saudi Arabia, South Korea, Taiwan, Turkey, and Uzbekistan.

Finally, in the Euro-African Cup, only 5 teams were exempt from the qualifiers, as 22 teams played 21 games (complete round robin) to determined which 11 teams qualified and which 11 teams did not. The 5 auto-qualifiers were: England, France, Italy, Spain, and the Netherlands. The 11 play-in qualifiers were: Austria, Belgium, the Czech Republic, Finland, Ireland, Mali, Morocco, Poland, Sudan, Tunisia, and Ukraine. Failing to qualify were: Croatia, Denmark, Egypt, Germany, Greece, Hungary, Portugal, Scotland, Serbia, Sweden, and Switzerland.

For the 1949 regional tournaments, teams will be randomly placed into 4 pools of 4 teams each. 24 games will be played in the pool stage, and the top 2 from each pool advance into the elimination stage - 5 games will be played for the Quarterfinals, and 7 game series will be played for the Semifinal and Championship rounds.

Qualification into the World Cup will be proportional based on the geographic representation of all baseball players worldwide, with the USA excluded in order to not heavily skew the numbers. For 1950, 13 teams from the AmeriCaribbean Cup will advance - all 8 elimination round teams, plus the 5 best records from the pool stage. 9 teams will advance into the World Cup from the Australasian Cup - all 8 elimination rounds, plus the country with the best remaining record from the pool stage. Finally, the remaining 10 World Cup spots will be allotted to the 8 elimination round teams from the Euro-African Cup, plus the top 2 records from the pool stage.

Once again, a World Ranking will be compiled after the conclusion of every World Cup. Points are awarded to countries as follows:

1 point for attempting but failing to qualify for a regional tournament
5 points for qualifying for a regional tournament
10 points for advancing to the elimination stage of a regional tournament
20 points for advancing to the semifinals of a regional tournament
25 points for finishing runner-up in a regional tournament
50 points for winning a regional tournament
20 points for qualifying for the World Cup
25 points for advancing to the Round of 16 in the World Cup
35 points for advancing to the World Cup Quarterfinals
50 points for advancing to the World Cup Semifinals
60 points for finishing runner-up in the World Cup
75 points for winning the World Cup

United States Region
The USA is the home of America's pastime, and just because the game has turned global doesn't mean that's changed. Of the 19 leagues and 452 teams currently in the World Baseball Federation, 9 leagues and 300 teams make up the USA delegation. Despite the number of leagues, however, only the MLB has an amateur draft.

Major League Baseball - MLB

The MLB remains the supreme baseball league in the world, with the only league reputation of 10. The league is comprised of 36 teams, and each year, the bottom 4 finishers are relegated.

United States Baseball Association - USBA

The 2nd highest tier in the USA system also features 36 teams, and has a league reputation of 8. The top 4 are promoted to the MLB, and the bottom 4 are relegated to the CBL.

Continental Baseball League - CBL

The 3rd best league in the USA is the CBL, and it is the only other league that has 36 teams. Its reputation is 7, and like all American leagues, the top and bottom 4 finishers earn a promotion and a relegation, respectively.

American Baseball League - AmBL

The AmBL checks in at the #4 spot on the USA baseball totem pole, with a reputation of 6. Unlike the highest leagues, the AmBL only has 32 teams.

Liberty League - LL

The Liberty League is smack in the middle of the United States, with 4 leagues higher up in the food chain, and 4 leagues below. Naturally, its reputation is middling, at 5. Like the AmBL, the LL has 32 teams.

Union Baseball League - UBL

The UBL ranks 6th out of the 9 USA-based leagues, and has a reputation of 4. It also has a tie for the fewest number of teams, with only 30 clubs in the league at a time.

Federal Baseball League - FBL

The FBL is the only other league with 30 teams, and its reputation checks in at 3.

National Baseball League - NBL

The NBL is a step up when it comes to sheer number of teams, as 34 clubs make up this level, but it is a step down in reputation, coming in at a lowly 2.

Grand National Association - GNA

The 34-team GNA isn't just the lowliest league in the USA; it's the lowliest league in the entire world, as the only league with a reputation of 1. While the top 4 earn promotions to the NBL, the bottom 4 remain in the league, with nowhere else to go.

Canadian Region
Baseball isn't just limited to the USA in North America. North of the border, the game is quickly growing, as Canada supplies more players to the WBF than any other country outside of the United States.

Baseball Canada - BC

The 20 team Baseball Canada league debuted in 1946, and quickly expanded to 22 teams following its inaugural season. With a reputation of 6 and the large talent pool, expect rapid expansion to continue in the coming seasons.

Caribbean Region
The vibrant Caribbean and Central American regions are chock full of talent, and have rabid fanbases to boot as the game continues to grow.

Primera Liga del Caribe - PLC

The PLC, at 7, has the highest reputation of any non-USA league, and is one of 3-4 most prestigious leagues worldwide. 20 teams make up the league, with clubs located in Costa Rica, Cuba, the Dominican Republic, El Salvador, Guatemala, Haiti, Mexico, Nicaragua, Panama, and Puerto Rico.

South American Region
As we continue our trek southward, baseball continues to develop. South America has fewer teams than the rest of North America, but expansion looks to continue with passionate fan bases.

Campeonato Sudamericano de Beisbol - CSB

The CSB is the smallest league in the Western Hemisphere, starting at just 12 teams, but expansion occurred for the first time between the 1947 and 1948 seasons and the league now features 14 teams. Clubs are located in Argentina, Brazil, Colombia, Curacao, Paraguay, Uruguay, and Venezuela. While the league is competitive, its small size hurts its reputation, coming in at just 5.

Western European Region
As we fly over the Atlantic, we find that baseball has reached Europe, where it has quickly exploded in popularity. Many prominent football clubs have expanded operations to field a baseball team, and the demand grew quickly enough that an entire 2nd league was started, and a promotion/relegation system quickly put in place.

European Premier League - EPL

The EPL is the premier (pun intended) baseball league outside of the Western Hemisphere, with a reputation of 6. 24 teams represent the league, and the following countries have at least one representative: Austria, Belgium, Denmark, England, France, Greece, Italy, Portugal, Scotland, Spain, Switzerland, and The Netherlands. Each year, the last place team is relegated starting with the 1947 season.

European Baseball League - EBL

As a response to the high demand for baseball action in Europe, the EBL was formed for the 1947 season, and featured 12 teams initially, before expanding to 14 teams for the 1948 year. The league champion earns a promotion to the EPL. Countries currently with an EBL team include Austria, Belgium, England, Finland, France, Greece, Ireland, Italy, Spain, and Sweden.

Eastern European/Soviet Region
Baseball isn't just limited to the western part of Europe; Soviet Russia, members of the Eastern Bloc, and other countries in Eastern Europe have demonstrated an interest in the game. Germany is a part of this region, and while no sports club has begun to field a baseball team yet, rumors have it that several will be looking to join within in the next few seasons with a rising number of German players entering the draft.

Beysbol'nyy Al'yans Sotsialisticheskikh Respublik - BASR

The BASR, translated roughly to the Baseball Alliance of Soviet Republics, is a growing league, despite its low reputation of 3. It began with just 10 teams, expanded after 1946 to 12 teams, and expanded yet again after 1947 to move to 14 teams. Croatia, the Czech Republic, Hungary, Poland, Russia, Serbia, Ukraine, and Uzbekistan have teams in the BASR.

North African/Middle Eastern Region
Despite being just across the Mediterranean Sea, baseball is only just beginning to take off in North Africa and the Middle East, having just formed a league. This region is tied for the 2nd smallest with just 12 teams.

Arabian Baseball League - ArBL

The ArBL has just formed for the 1948 season, and features 12 teams from 12 different countries - Egypt, Iran, Israel, Mali, Morocco, Pakistan, Qatar, Saudi Arabia, Sudan, the United Arab Emirates, Tunisia, and Turkey. The league has the lowest reputation (2) of any internationally-based league.

Chinese Region
Baseball quickly spread across the continents of Europe and Asia and reached the Chinese in time for the 1946 season. However, rumors abound that the Chinese Region and East Asian region may consider consolidation to improve the competitive nature of both leagues.

Chinese Professional Baseball League - CPBL

The CPBL began in 1946 with 12 teams, and has remained at a constant 12 teams throughout its short history. It parallels the FBL, AuBL, and BASR with a league reputation of 3. Half of the league's 12 teams hail from China, while 5 represent Taiwan, and 1 is located in Hong Kong.

East Asian Region
As mentioned before, rumors are spreading that the East Asian and Chinese Regions may consolidate operations. For now, they remain standalone leagues, and despite baseball in East Asia not taking off until 1947, it has rapidly ascended the worldwide ladder, in part due to its fiercely loyal, passionate fans.

Asian Professional Baseball League - APBL

Beginning in 1947, the APBL features 12 teams, with 6 each coming from Japan and South Korea. Rabid fanbases and high quality local talent have allowed this league to earn a reputation of 5 in just a short time.

Oceania Region
Last but not least, baseball (mostly) completed its trek around the globe when it picked up mainly in Australia prior the 1948 season. While leagues are still just beginning to attempt to organize in South Asia and Sub-Saharan Africa, WBF executives can be satisfied knowing the game has spread across the planet.

Australian Baseball League - AuBL

Last but not least...well, the AuBL actually is last, at least when it comes to number of teams. Having just formed for its inaugural season, the AuBL has a reputation of 3 and fields just 8 teams. 6 of those teams are located in Australia, with one nearby in New Zealand, and one surprise entry from Fiji.

For those Cups, I use the "Association" feature. I forget exactly how to create it from the menus, but it allows you to basically link multiple unaffiliated leagues together to have a playoffs, plus some other features that I don't use like a shared draft.

When I go to set up the Association Playoffs, I manually select the top "X" number of teams from a given league - going into the season, I have a set number of teams that I want from each individual league. I've previously sent others a copy of the league file (OOTP19 version) from the very beginning before any seasons took place so that you can start with a clean slate (so clean, in fact, that all the players are still in the FA pool since I voided all contracts to begin the league). It's got the vast majority of setup and legwork worked out already, though there may be some kinks/adjustments I made that aren't included. Then again my current file isn't perfect either since I've got a month-old OOTP Support Ticket sitting still on-hold for a month plus now...
