Question about team control

I am a newbie to the game so forgive my stupidity. If I set up a customized league and do my own rosters will I have roster control over every team in my league or just the one team? Also, will I be able to draft players that are real to my teams?

If you start the game as commish, you could go in through that route to change things around however you like on whatever team you like.

Otherwise, you control the team you own/manage.
