international/amatuer drafting help

I shortlist all the international FA and first 3 round draft picks that I take and my scout is rated great across the board but im finding myself in year 4 now with the 30th ranked farm system and alot of those players I got just not becoming anywhere near their potential. I understand the 16 year olds and kids out of HS alot of times really never do develop like you think they may and all that. Im wondering any advise to drafting do I take less 18 year olds and more college guys? with international free agents do i take one player thats gonna be my whole international budget thats 5 star potential or take 2-3 16 year olds thats 2.5-3 star potential guy that are maybe 1.5 mil apiece what have you had success with?

I hate to tell you, but there are no sure fire easy answers. Ratings will fluctuate throughout a prospect's minor league career. Most guys don't reach their full potential until they've been in the Big Leagues for a few seasons. Forget about where your system is ranked. Having the #1 system doesn't mean anything if all of your prospects are in the low minors and you need help right now.

Draft the guys you think are best based on the attributes you value. Hire minor league coaches that you feel will be the best developers of talent. Know that only a small fraction of guys who play in the minors ever spend a day in the majors. That's baseball.

Your scout could have been wrong when you drafted them. your scout could be wrong now. the players could have been as good as you hoped when drafter but have gotten worse.

if all them are getting worse, then i bet its your scout overrating mediocre players. also dont skimp out on the develpmental budget
