100% accurate replays?

i set up a historical league for 1996. It looks like I have no choice but to play with scouts 100% accurate. is that right or did i screw something up

Thats how the set-up begins for historical, so you didn't screw anything up. IIRC, you can change the scouting accuracy the same way you normally would after you create that game.

nope; i advanced a few days and I still can't change it. I'm going to start over
