Unaffiliated minor leagues don't generate service time?
Running a universe with three leagues: a major league, a independent league, and an unaffiliated AA league.
The AA league is set to free agency after three years. However, players in the league do not accrue service time, presumably because they are minor leaguers and not major leaguers. This means that the league effectively has no free agency for young players. Has anyone else encountered this issue? |

For an unaffiliated minor league, they should be set as an Indy League, and then the players will get service time. Essentially that's all an Indy league is, an unaffiliated minor league. The Minor League designation is meant for the affiliated leagues.
