Trade Proposal: No Way - Bug

When I offer a trade to another team and their GM says something like "I need to think about it, please submit the trade", I usually get a message back saying "Reaction to Trade Proposal to team x: NO WAY". The message then goes on to say, if you add any of the following players, we would have a deal.

I then add one of those players to the deal and submit it again but the GM still doesn't accept it. I get the same message again. This seems to happen most of the time.

Why would the GM say, please add one of these players and then I'd do the deal, and then when I add one of them, they still don't do the deal?
