Cannot advance in season, but cannot help the reason

So i play for the texas stars as GM, i am in the offseason and am reliant on callups and senddowns, now the game tells me i cant advance cause i am missing 3 under-26 prospects, but my FA budget is only 4000, making me unable to advance my game at all, how to fix this?
