Skipping the minors

I've played a number of fictional leagues, but I'm noticing something I've never seen before. In my current 24-team league which began in 1952 and is up to 1955, quite a few teams are using, and are starting, players just drafted, who have gone directly from college teams to major league teams, skipping the minors altogether. Now, obviously, this has happened in real life, but not to the extent that I'm experiencing, which seems to encompass every team (mine, excluded, for the time being). These are not just first-round selections, but fourth and fifth-round ones, as well. Is there any box under game settings you can check to ensure at least one minor league season?

You can disable AI Managing and put whoever you want, where ever you want. That's likely what's happening. For some reason the AI GM's think they belong in the majors, or the minors are 'full' and don't need them... or they are a capable MLB utility player
