Base Stealing Settings in Strategy not matching reults?

I have an 80 base stealer set on strategy to run all day long and over-ride team strategy. With over 150 hits and a .285 BA and 600+PAs, he had 7 steals all season long! He batted mostly in the 2 and 3 hole. Does the game reduce steal attempts somehow?

I know when I play solo games and hit steal, alot of times the runner does not go. I am guessing other factors like hold rates etc.. influencing that but, still, 7 steals seems very very low to me. Any input on this topic would be most helpful. Does base running factor into it in any way?he is a 75 basrunner with 35 speed and 80 steal.

(assuming 100-pt scale, but even if 20-80, should be similar as far as my statemtent a "35" speed will never get ~50+ sb in normal contexts -- 35/80 is ~20/100 give or take)

--baserunning is not a factor for stealing.

--the place in order may have an effect but it will defintiely not cause a ~70sb guy to have 1/10th that number.

--a 35 speed is not going to steal many bases, but may have a high % with good stealing ability.

--speed and stealing ability = sb% and # of SB ceiling they will likely have from the combination of the two. if your settings and LTM remain somewhat consistent you can expect similar results for similar ratings and relative abilities (bb's, hits, or even xbh even could reduce # of sb possible).

--best guess how it works and proven through results and accurate predictions in my leauges:

ability will mostly impact %.

speed will mostly impact attempts.

read: not "all" but "mostly" -- this should apply regardless of settings or historical era with possible nuances due to dynamics of context. and, this ignores extremes or weird contexts...for example, take a high speed/high ability guy and reduce him to the lowest stealing aggressivness (not 0) and he may not maintain that expected high %-success. that's not part of what i am speaking of.

stealinng ability can increase, but speed requires TCR for a change. even if developed stealing ability, it may take 1-3 years of MLB playing time before their SB and SB% represent their ability as you would expect (*as stated above with experience). some don't get their... so, there may be something else hidden that is part of this equation. 8/10 do what i expect then a few stragglers just seem to be low-% successs relative to ratings.

basically if they are still young, i keep an eye on them... if they cannot maintain what i expect, i reduce aggressiveness... OR if they are exceeding expectations i up it until i see a reduction or problem.

LTM -- Stealing and Stealing %

the modifiers allow fine tuning of stealing and stealing % in your league. make adjustments as you go, if needed.

or

AI setting on left for stealing bases in a dropdown box -- large resolution maniupulation of league baseline for frequency of stealing. this is for "Eras" or custom worlds etc... this will cause ~1000sb att to jump to ~4000 etc... (made up numbers - but similar in general concept)

you can use these to get what you want -- i used to set this by league-wide results for a year(s). nowadays i set it relative to the individual's results. e.g. a >max speed and stealing ability can surpass ~100SB in a season. my elite guys over course of history are ~80% or a bit higher, too.

i may not see "ricky henderson" but he's possible.

this results in a few extra SB/year compared to default, but i don't mind. i'm more concerend about individual results... maybe your opinion differs and you can use the same tools to get what you want too.
