Fully Custom Ahistoric Draft, Mixing Years

So, what I'd like to do, if I can, is draft teams based upon various criteria - birthdates, home countries and cities - and have full control over what players are drafted by what teams. Can that be done?
The second part would be, I would like to choose which season of a player is drafted - ie, I want Team A to draft 1931 Frankie Frisch, then Team B to draft 1997 Todd Zeile - with full control over which teams draft which players from which season.
Is this possible? If so, how do I go about doing it? If not, what's the closest I could come?

First part, unless you're controlling every team that drafts then no you can't control how any team but your own drafts.

Closest you can come to the second part is importing the players yourself and having them added to the teams you want.
