Trade negotiation issue or part of game

So in my OOTP saves, I have always had a major problem during trade negotiations. When I submit an offer and it is rejected, I often get names that say that if they were added, we would have a deal. However, the vast majority of the time, when I add one of these names, the trade is rejected again. Is this normal? If so, is there any way that this could be made clearer? I have attached screenshots for reference.

That probably needs to be posted in the bug forum if it hasn't already. I thought I remembered them stating that it had been fixed or maybe it was something they were working on? Not sure, but that is definitely a bug and not an intended feature.

are you trying to to the trade right then?
or do you offer and the AI asks for time to get back to you?

because it has always been that if the AI has to think about it, it never ever gets accepted

about half the time for me the AI accepts if they say they want time to think about it

It's definitely a bug. I think I posted this in the bugs forum a month or so ago. It makes no sense that the other GM would make a counter-offer, and when you accept, say he has to think about the counter-offer.
