Did default player development budget baselines get reduced in OOTP19?
Wanted to check if it was an error with my file or an intended change in OOTP19 - we just upgraded from OOTP18 -> OOTP19 and finished our first offseason. We're in 1975 - the player development baseline have been approximately 600k since league inception (~10 years) but when we went into the new offseason, the baselines went to 250k.
If it's a change in OOTP19 that's intended, I'm going to leave it as is, but if not, I'll probably return them to the previous levels and chalk it up as a glitch. (sorry, posted this in General Discussions too but realized it was the wrong place for it) |

I think we did change the baselines. I think development/scouting was eating too much of historical budgets, so dropping them down lets you spend more on actual player salaries. My gut says 250k seems more reasonable than 600k for 1975 finances, but you can always set it to whatever you think seems reasonable.

when we change the baselines, does it also shift effectiveness?
i.e. "baseline" value has the same results, all other things remaining the same? i.e. no matter what, maxing it out has the same effect on the game whether 20m or 2m? |

Yeah, it's all relative. So if you spend 2M with the baseline as 1M, or spend 4M with a baseline of 2M, that's basically the same effect.
