How do second nations work?

Hello to all!

Just asking what's on the title. Say I create Hawaii as a nation, and put USA as second nation with a percentage of 100%. What would that mean? Also, would a WBC pick players from Hawaii too or only the USA? or does that depend on me choosing the nations?

A USA WBC team would include players who have Hawaii as their primary nation in the eligible player pool, since they are also eligible for USA through their second nationality.
