International Amateur Free Agents

If I'm playing last year's historical season, is there any way to generate real international free agents, not fictional players?

not sure about 2017 histirocal, but the 2018 season should have real IAFAs

in ootp18 and before you can even see them day 1, befor july 2nd.... maybe it changed?

e.g. you could see the vlad guerrero's kid in recent versions etc.
