Trade Bug re: Scouting

Playing a historical game with draft pick trading turned on, not sure it makes a difference. Tried to see what another team wanted for a second round pick. They said they would accept a guy who had a 25 potential rating according to my scout, wanted to see what OSA said about him (in fact it's also 25), so instead of going into his profile I just switched to OSA and asked them to make it work again, and saw he didn't show up. Added him to the trade, and if I have "Head Scout" selected in the trade screen they'll accept it, but if I have "OSA Ratings" selected they won't.

Now, obviously whether the Philadelphia Athletics would accept a trade is not contingent on which scouting report the New York Highlanders' GM happens to be looking at at the time, so I suspect this is a bug.
