Little League

I won't have OOTP until Thursday and I refuse to play old versions now so i'm just passing the time planning things out.

I check the forum history and I haven't found anything up to date on my question.

Is it possible to start a universe that has little leagues? Then they feed highschool/college?

Only if you include deranged parents who think blue is out to get Johnny and that Billy at age 9 is a sure fire college player or for that matter high school player.
