World Domination League HELP!!

So i wanna run a world league where is like the WBC but all the time...30 teams of 30 countries (160 game season) w no foreigners allowed on any team. How can i get this to populate the teams when the league is created? Ive tried everything and some smaller countries (Croatia) get 6 players while Japan has all 40 . UGH! what am i doing wrong?

I have been building international leagues with no foreigners and find that when it populates the teams it puts a few players correctly on the active roster but populates the reserve rosters with foreigners.

What I have been doing is deleting all the players originally populated and going into the free agent screen and creating players one team at a time. I find that when it creates 40 players and I sign them to their team that occasionally it leaves out a position or two. Then I just go back and create those missing positions. It is also a good way to control how good the players are. That way Croatia doesn't have a bunch of 4 or 5 star players.

Not sure if this is what you are looking for, but it works for me and only takes a couple of minutes per team.
