Active roster minimum age is not being followed

So I created a league called "Old Geezers Retirement League" which has players between the ages of 40-65. The minimum age for being on an active roster is 40. But the minimum age is not being enforced. AI teams are signing younger players, despite there being an abundance of eligible free agents (850 players above age 40 in free agency for 24 teams). Anyone else having issues? Am I doing something wrong?

And if it's a bug, what could I do as a workaround? I suppose I could disable signing other league's free agents, but that kind of defeats the purpose considering the intention of the league is to be where old burnouts go to play after their MLB career ends.
