HOF Eligibility Question

This player was just inducted into the MLB HOF. While he has 10 years eligibility, he only played MLB for 5 seasons. He is a custom player and is retired due to war. He will return in 2030 to Delgado. Fictional son.
Why is he eligible for MLB HOF?
He shows up in the sortable EBL HOF but does not have a plaque. Would he be able to be voted into the EBL HOF eventually?

He is eligible because he has 10+ years of ML service time, despite some of those years being in EBL.
