RTS Not Saving Last Daily Refresh

The OOTP manual states that this process happens at the end of each day:

"At the end of the day, OOTP will update the /real_time_sim/index.html page one last time and it will then create a copy of it with a different name: real_time_sim_game date.html, for example real_time_sim_2012-14-07.html."

This happens for 3 out of the 4 simmers in my league. For the one its not working for that process doesnt happen. His settings are the same as each other simmer in the league. Everything else works the same, minus that last index refresh -> copy with a new name process doesnt happen.
