Signing a "Power Hitter"

I have a task to sign a Power Hitter by the end of this season. The task existed at the beginning of last season as well (expiring this season), and my owner was pissed at the end of the season because I had not yet fulfilled it. I imagine I might get fired for it, especially since I have other tasks I am going to struggle to fulfill.
The problem is that last season, while the task was active, I signed an international free agent with 70 Gap Power/65 Home Run Power (scouted by both the OSA and my scouting directyor at that level), and somehow, he didn't count. I also signed two other guys that were 60+ in those categories during the season, one of which my scouting director had at 70 Home Run Power (OSA had him at 65), and they didn't count.
What exactly constitutes as a "Power Hitter"? There are only like 10 players in MLB that have 70+ home run power according to the OSA, and they are either untouchable, or they are horrible hitters with ridiculous salaries (like Todd Frazier for $22m/4 years) that aren't worth the money they make. I have to buy mostly young guys to even afford salaries, since my payroll is so low.
