Luis Robert and Alexander Guerra

I started a new game with the roster update. I tried to sign Luis and Alexander in free agency. I gave them each $5,000,000 for a minor league deal and they signed with another team without notifying me. I upped it to $10,000,000 and they still denied.
Is this a bug? They sign with other teams for a minor league deal that is dirt cheap. I don't know how to make it work? Please help me out..

I have had the same problem all year with Robert.
