When's the best time to promote a player out of the International Complex?
I've been doing it at 17, but I have no clue if that's ideal or not.

There is no "best" time for all players, it's a case by case basis. Some guys can play Rookie ball at 17, others need to wait. You have to evaluate where each guy is at in his development and not pay too much attention to his age.

scouting accuracy is incredibly bad forplayers in the int'l complex - even worse than a rookie-ball player.
so, if you don't have 100% accurate ratings, i'd suggest using age and ratings in some combination. 17 is okay, if they can compete, imo. i generally just toss them in at 18 (or if they are about to turn 18). then as their scouting reports become more accurate i bump them up if necessary. i want them there at 18 to start seeing better scouting info and then release /promote as necessary. either way, i typically need some filler at the lowest levels. i've seen a int'l ama from the complex get to the MLB within 1 year... not often but it can happen.. typically these guys can start in ~a-ball or higher at 17-18. sometimes you cannot recognize that until they play a month or two in rookie ball. often that "30-40+ / 100" contact displayed is actually much lower... but if it's accurate, those are the guys that can get to the mlb quickly. almost all discoveries are junk (might see 2 per decade of decent quality). If they get past rookie/s a / A-ball, then it's a "good one", lol. signees from international amatuer FA (defaults - july 2nd) are much high quality and will typically at least be really solid AAA-performers / borderline mlb guys barring a loss of potential while developing, which can happen to all players. make sure to mark them or remember them somehow... the accuracy at this level is so low, that you won't be able to distinguish the 2 types of players in your international complex. i pop those types of int'l ama. players over at ~18 without a 2nd thought... i want them to start the process sof developing. .. they only get random changes in the complex.. it doesn't help them maintain nor develop... remember that tidbit. keeping them their is no benefit... moving them early might be a problem too... so it totally depends on context as to when. the only concern is developing them before thy become a mil free agent. that's only an issue if they are incredibly terrible when you bump them over.. even then i think it's more "bad luck" than anything. ~6 years is a ton of time. in rl i think these guys get 1 more year too.. not sure if that 's in the game. The problem with promoting early is that you start the clock on Rule 5 Draft eligibility. I put the burden of proof on a player in the complex to show "high-rookie" ratings before being actively promoted before age 20. That typically means at least 40 contact/45 stuff and higher than 20s for the other categories. I might relax that if my DSL teams are a bit low on players.
