Adding Debt To A Team

Is there a way that I can add debt to a team? (ex. Expansion fee)

If u use the expansion system built into the game, ie. expand league under the league settings tab the expansion teams are already charged an expansion fee under misc. player expenses.

However, if u just add teams through the edit league structure tab they aren't given misc. player expenses as an expansion fee.
