High representation of Mexico in fictional league.

I was trying to make a quick North American fictional league when I came across some issues. Of the 48 teams, about 32 are Mexican cities. Even weirder, there are no US cities represented. I randomized cities and got similar results, a lot of Mexico but 2 US this time. Interesting enough though, they weren't metropolises you'd expect. They were Riverside and Anchorage.

I tested this, and it works fine here, with a good mix of teams. MAybe just a fluke?

Weird. I tried it out and still got the same thing. Whenever I select North America as the region I get tons of Mexican teams.
